Meanwhile, the students union alleged that SPA fund amounting to Rs. One crore meant for construction of porter track in Pipu circle has been siphoned off by producing false bills by contractor and politicians with help of engineer. Only a length of 1.5 km (approx) has been constructed in new Pipu area, APCGSSU said and threatened to launch strong move against the culprits.
It appealed to the local MLA to improve the present road of Pipu circle which has worsened further for want of maintenance.

ITANAGAR, June 30: Kargu Kardi Student’s Union (KKSU) said that new academic session is about to begin and the newly upgraded Higher Secondary School of Yomcha and Liromoba is still without any Senior Teachers and the Community Health Center Yomcha is functioning with only one Dentist.
The Union further said that only college in West Siang District is functioning without an auditorium since its inception.
It informed that grievances of the areas have been placed to the Chief Minister, who has assured of assistance and help for the mentioned grievances.
The Union further regretted that Yomcha does not have a bank. The people in this particular circle are facing lots of banking related problem since the nearest banking facility is located at about 60KM away from the area, it said. It appealed to the state govt. to reconsider their decision and include Yomcha block in the list of eleven blocks which is set to get banks this financial year.

Milk price fixed
ITANAGAR, Jun 30: Papum Pare Milk Producers’ Union (PPMPU) has fixed the rate of both thick and light quality milk for capital complex.
While the thick quality of milk will cost Rs. 50 per litre the rate of light quality milk has been fixed at Rs. 40 per litre. The rates were fixed considering the high rise in price of cattle feed, labour wages, transportation charge etc., The rates will be effected from July 1, PPMPU said in a release.
Meanwhile, the milk producers’ union, in its letter to Papum Pare deputy commissioner, appealed for exemption of cattle feed from tax, notification of free grass collection area, taking up scheme for supply of cattle feed on subsidy.
It also appealed for veterinary medical facility like timely vaccination of cows and visit by medical teams to every cow sheds in sectors and villages.

ITANAGAR, June 30: The Buddhist television programme ‘Noble Wisdom’ will now be telecast on NE TV from July 2 next. Earlier, the programme was scheduled to be telecast on Nepali TV channel Nepal 1 from June 15. However, the Nepali TV channel could not do so due to some unavoidable circumstances.
The programme would be telecast on every Tuesday, Thursday, Saturday and Sunday from 6 am to 6.26 am on NE TV.

Support for Sango Lamte Foundation
ITANAGAR, June 30: While supporting Sango Lamte Foundation for its crusade against corruption and illegal appointments, the Arunachal Youth Federation (AYF) expressed dismay over the targeting of a particular person and his family only on charge of illegal appointment.
There have numerous cases of such illegal appointments as revealed through RTI. There is also big scam like PDS, issues like illegal mining and hydropower to be raised at the highest level, AYF said in a release.
“It would be wise on the part of the SLF to raise these vital issues rather than sticking to a particular family,” the release said, adding that failing to do so would mean that the move against corruption by SLF is politically motivated witch hunt.
Awareness camp
ITANAGAR, June 30: A two days awareness programme on animal husbandry and veterinary was organized at Sakiang by All Mengio Students’ Union (AMSU) on June 25 and 26.
The programme mainly aimed at educating the villagers about various preventive measures to be taken at the time of occurrence of diseases in livestock, specially Mithun.

Condemning the ‘Times of India’ reporter for making the unfounded remark against a major community of Arunachal Pradesh, the AYVF strongly urged the State Government to take up the issue for its early solution in the greater interest of the community as well as the state.
AYVF also condemned the conspiracy against RTI activist Payi Gyadi by planting firearms and explosives in his personal vehicle. ITANAGAR, June 30: NCS Talent Search Exam Services, Arunachal Pradesh has conducted a talent search examination recently under three categories A, B and C in nine centres throughout the state.
Out of 953 participating candidates, Angel Roy, Itanagar, Yukum Welly, Seppa and Kamin Tayeng, Pasighat scored 1st, 2nd and 3rd position in Category “A”.

Fire Service department gasp for breath

ITANAGAR, June 30: “The Fire service in this state at present is not well equipped to effectively respond to different kinds of disasters,” this is the frank admission made by the office of Director Fire Service Force while replying to an RTI application. Though fire service department is one of the nodal agencies for disaster management in the state, it is struggling to survive.
The Tawang helipad chopper crash in which many valuable lives were lost caused lot of embarrassment to Arunachal Pradesh government as later it was found that no fire tenders were available at heliport during the time of accident. Many believe that lives could have been saved had there been fire tenders. What is more shocking is that most of the helipads of state do not have fire service tender to cater any fire accidents. The Department has advised authority to provide foam tenders to all helipads for better performance.
The information revealed under the RTI Act further reveal that the state of affairs
in the department is abysmal as many district headquarters and small towns do not
have fire tenders. At present for whole state there are 24 number of fire tenders
out of which 16 are on the verge of auction. To take care the 16 districts of state
only 333 numbers of people are being employed in fire service department including
9 ministerial staff. In the last financial year department was provided fund to the
tune of Rs 6, 98, 30,000. In the year 2008-
Fire service department believes that foam tenders rather than water tenders is best to reduce response time and effective performance of duty. At present there are 13 static water tanks in the fire stations in Arunachal and all the fire stations have water tanks except Naharlagun and Yingkiong. The most shocking exposure is the non availability of static water tank at Naharlagun fire station. Often fire tenders have to depend on Pachin River or PHE water pipe for water source. They are facing immense problems because of this. Even though fire service department has been identified as one of the nodal agencies for disaster management in state till date it’s activities is only limited to fire incidents and its mitigation as per the disaster management plan 2010.
In the last three year, state has lost 17 lives due to fire accidents of which in 2009 two lives were lost including 1 at Ziro and 2 at Tawang. The 2010 witnessed death of 14 due to fire accident and 194 fire accidents took place in whole state including tragic Palin school fire accident. The year 2008 witnessed 136 fire accidents while in 2009 it rose to 179.
Committee points at flaw in distribution of PDS items in the state
Itanagar, June 30: The Members of Consultative Committee, Food Corporation of India (FCI) Ministry of Food & Public Distribution, Govt of India for Arunachal Pradesh has pointed out serious flaws in the distribution of PDS items in the state. This disclosure was made when the Committee members called on Chief Minister of Arunachal Pradesh Jarbom Gamlim here at Itanagar today.
The Committee Members pointed out that inspite of regular and timely disbursement of food items from the FCI as per monthly allocation quota for the various parts of the state, it is not reaching the targeted consumers and beneficiaries under various schemes.
FCI releases APL Rice -
The members which include Anok Wangsa, Nabam Jollow, Tacho Kabak, Nima Sange and Karto Kaye urged the Chief Minister for the remedial measures to streamline the present Public Distribution System in Arunachal Pradesh to ensure timely delivery of PDS items to the targeted areas. The Committee member urged Gamlin to give directives to all the Deputy Commissioner of the state to establish PDS Items Stores at District Headquarter under the disposal of concerned Deputy Commissioner and District Food & Civil Supplies Officer. While highlighting the PDS activities in Upper Siang District, where there is no store owned by District Administration and Carriage Contractors cum PDS Nominee, the Committee said that it has resulted in PDS item not reaching the targeted population on time under the various schemes of APL, BPL, AAY, ANNAPURNA.
The Committee Members disclosed to Chief Minister regarding the Land allotment for
construction of FCI store in Upper Siang District has been finalized at Geku for
Upper Siang District with Deputy Commissioner, Yingkiong. The report would be soon
sent for clearance of the State Govt. for immediate notification and handing over
of land to the FCI Authority at earliest. The Consultative Committee Members further
informed the chief minister on the first Phase of FCI Store Inspection and District
Tour to East Siang and Upper Siang including North Lakhimpur and Dhemaji Districts
of Assam w.e.f June 12-
It is also reported that 42 Broad Gauge to 84 Meter Gauge Railways Wagons of PDS items from Rangia transit main Centre, Railways Authority has not released the food items to FCI stores for Arunachal Pradesh.
Responding to the members, the Chief Minister assured to take up the matter for early demarcation of land at Aalo, Koloriang, Anjaw and Yingkiong for the construction of FCI stores.
While stressing on the streamlining the PDS in Arunachal Pradesh, Chief Minister assured to take up the matter with the Ministry of Railways and Consumer Affairs, Food & Public Distribution, Govt. of India to dispatch PDS items on priority from Rangia Railway main transit centre to Tinsukia, Dibrugrah, Dhemaji, Lakhimpur Tezpur, Bhalukpong , Harmoti transit centre for Arunachal Pradesh.
The Chief Minister also assured to take up the matter with the concerned department for corrective measures for smooth functioning of the PDS in Arunachal Pradesh.
Aalo, June 30: In a fire mishap that broke out on the fateful midnight of 25 June last at Boleng Lower Market area, six shops were gutted and damaged property worth lakhs of rupees. The devastating fire was extinguished with collective efforts of the people living nearby after struggling for more than 5 hours. The police and administration were helpless without a fire tender in the Boleng ADC HQ. The people of Boleng has time and again demanded for establishment of Fire Service Station at Boleng but govt. is yet to provide the Fire Tender Station for which the public has to face the wrath of fire menace from time to time. One of the victims residing at Aalo disclosed that all the victims are yet to get relief assistances from the Government.
The victims appealed to the Govt. to grant immediate relief assistances and establishment for Fire Tender Service Station at Boleng ADC HQ.

ITANAGAR, June 30: A one day review meeting of the Department of Animal Husbandry and Veterinary and Dairy development was held today at Itanagar.
Minister, Animal Husbandry & Veterinary Tanga Byaling while addressing the District officers of the Deptt. of A. H & Veterinary, emphasized on renovation of all the existing livestock and poultry farms at the state level for making availability of quality germplasm of livestock and poultry to the progressive farmers and also to generate revenue for the state exchequer. He also suggested for establishment of district livestock and poultry farms wherever not available to demonstrate the improved managemental packages to rural farmers. Further he stressed the need for provision of subsidy schemes for the rural poor farmers for their livelihood improvement and gave assurance to persuade at the Govt level to start subsidy scheme for poor livestock farmers as livestock are the backbone of the farmers. The Minister also requested all the District Veterinary Officers serving in the state to provide adequate animal health coverage and suggested to perform periodical vaccination which is mandatory in the state department for maintaining health and productivity of the livestock’s and poultry.
The Commissioner (AHV) T. Taloh while speaking on the review meeting reminded the District Veterinary Officers and other senior officers of the Directorate, that in case of any outbreak of the enzootic diseases like Foot and Mouth Disease in Mithun, the Veterinary Officers are blamed by the general public. Accordingly he suggested taking up the animal health program on priority basis to prove dedicated performances in the field. Commissioners (AHV) also pointed that the review meeting was convened to review all the ongoing schemes of the department wherein the issues and problems confronting the officers on ground in implementing various schemes could be addressed.
All the Nodal officers of the respective sector like Dairy Development, NPCB, ASCAD, RKVY, Fodder, Poultry gave a power point presentation of the progress of the various PLAN and Centrally sponsored schemes (CSS).

Dr. Migo Riba, MD (IDDP) gave PowerPoint presentation on the milk scenario and Dairy development in Arunachal Pradesh its demand and supply; Dr. D. Tayeng (DD Plan) on state PLAN schemes; Dr. R. Lama spoke on progress of Livestock breeding scenario in Arunachal Pradesh; Dr. D. Longri DD (piggery Loilang) spoke on piggery development and A. Nabam gave presentation on Fodder development (CSS) schemes. All the District Veterinary Officers presented various issues and problems related to the concerned districts.

Er. Aju Khonjuju, President Sajolang Elite Society (SES) expressed the sentiment of the project affected areas and said that NEEPCO company have not implemented the provisions of MOU. It is clearly mentioned in the MOU that 15% job reservation to the local tribals of Arunachal Pradesh, but so far no appointment has been made against the 600MW Kameng Hydro Electric project. As per the statement given by the HOP NEEPCO Bichom, the appointment to any post is banned by the ministry power govt. of India. Khonjuju said if the appointment is banned than the construction work of the project site should also be stopped. In education sector the company has to sponsor the meritorious students of the affected area for their higher studies in different discipline. So far not even single students from the affected area has been sponsored it siad.
Sajolang Elite Society (SES) and Panchayat leaders approached the NEEPCO company for town maintenance at Nafra under CSR, which is yet to be initiated by the company which has prompted the Sajolang Elite Society and Panchayat leaders to restrict the companies vehicle to enter from 9 mile to Nafra from 27th June.
Deputy Commissioner West Kameng Rinchin Tashi suggested to withdraw the bandh call for movement of companies vehicle. Very shortly Deputy Commissioner will call a meeting to the Executive Director NEEPCO Shillong with the project affected areas and called on the Sajolang Elite Society and Panchayat leaders withdraw the bandh call.

ITANAGAR, June 30: The executive members of Arunachal Pradesh Small Tea Growers’ Association (APSTGA) called on Chief Minister Jarbom Gamlin today and submitted a six point memorandum which includes demand for creation of a separate tea department in Arunachal Pradesh.
Though the Centre sanctions fund and various schemes through Tea Board of India for tea project in the country, tea planters of Arunachal Pradesh can not avail the fund or scheme due to various problems like environment and forest clearance for tea plantation from Central Govt, the Association said.
Association further demanded that the jhumland should be converted into tea cultivation in order to generate employment opportunities for unemployed youth.
Other demands include marketing facilities throughout the world for marketing of Arunachal tea and recognition of brand of Arunachal tea in Guwahati, Kolkata auction centres, provision for land possession certificate to farmers who are involved in farming activities along international border area and boundary area along with neighbouring state like Assam.
The Chief Minister reportedly assured the delegation to solve the grievances of tea growers.

ITANAGAR, June 30: The Himalayan Buddhist Delegation led by the Indian Himalayan Buddhist spiritual leader His Eminence Tsona Gontse Rinpoche of Arunachal Pradesh met Prime Minister of India, Manmohan Singh on June 20 at the Prime Minister’s office, New Delhi. The Himalayan delegations put forward their proposals and visions, keeping in mind the large number of Buddhist followers living in the Himalayan belt region, to the Prime Minister for his perusal. DC for strict monitoring of PDS
ZIRO, June 30:The Lower Subansiri DC Nila Mohanan emphasized on strict vigilance and monitoring of PDS in order to ensure regular and proper delivery of PDS items to the people in the district. Mohanan, who is also chairperson of the district level vigilance and advisory committee was addressing the DLVAC meeting here on June 20 last.
The committee in its meeting observed that the Godown capacity of Food Corporation of India is too inadequate to accommodate the PDS items of two districts of Lower Subansiri and Kurung Kumey. Pointing out that the monthly allotment including levy sugar and wheat is 11549 quintals whereas the godown can accommodate only 6500 quintals, the committee decided to write to the FCI authority to mitigate the PDS item storage problem in the district immediately.
Another important point raised was diversion of PDS items to which the DFCSO clarified that there was no diversion of PDS items during the period but few leakage of quota meant for the neighbouring district. The DFCSO Ziro has been asked to strictly monitor and curb such leakages. The Committee also observed that despite timely deposit of entire costs of PDS items by the Carriage Contractor or the wholesale nominee there occurs lapses in delivery of PDS items at the FCt level.
Expressing concern over supply of inferior quality PDS items, it resolved to constitute a board with a Medical officers to assess the quality of PDS items by collecting composite samples from FCI /FSD. As an immediate measure it decided to write to the Area Manager, FCI Lakhimpur and Karshingsa at the earliest.
The DFCSO will constitute a village/FPS level vigilance committee with VLW and teacher of the village/area as its member to assist the DLVAC and SDVAC in monitoring proper delivery of PDS items at the FPS levels.
It has been made mandatory on the part of the FPS to keep their shops open at least for fifteen days from the date of drawal of PDS items from the wholesale nominee and to display prominently the name and style, price list and stock position in the shop.
With the detection of three bogus ration cards in the town, the committee has decided to issue Ration Cards only after recommendation of concerned PRI leaders and production of Photo Identity Card issued by Election Commission of India.
Viewing seriously on hoardings, adulteration and charging higher rates than the approved price, the committee resolved to initiate action as per rule. To ensure proper rate of PDS items, the meeting decided to issue instructions to all FPS to give proper cash memo to the consumers. DIPRO

ATSU supports ANSU but oppose bandh call
ITANAGAR, June 30: All Tirap District Students’ Union (ATSU) has come out in support of the movement led by All Nyishi Students’ union in protest against the state Govt. alleged failure to take proper action on reporter Pradeep Thakur for his derogatory statement against Nyishi community.
Pradip Thakur is answerable not only to Nyishi community but to the entire people of Arunachal Pradesh as he tried to divide the people of the state on communal line by his derogatory remarks, said ATSU.
While expressing solidarity with ANSU in its demand for proper action against Thakur for his derogatory remarks against Nyishi community, the Union however said bandh call severely affects the economy of the state. Stating that bandh call is not a solution to the problem, the Union further said such bandh call also badly affects transportation system, daily wage earners and student community. Such bandhs give an excuse to the state Govt. waste funds, it said.
The ATSU further expressed displeasure at the State Government for not bringing any concrete result in Pradeep Thakur case and appealed to the State Govt. for bringing immediate amicable solution in Pradeep Thakur case.

Women’s welfare society demands teachers
ITANAGAR, June 30: So far we have seen many district and circle level male dominated organisations who are demanding adequate posting of teachers in interior areas of the districts. Now a women organisation, namely, Upper Siang Women’s Welfare Society has come in the forefront to raise voice against shortage of teachers in their district.
The Society said that regular, efficient and full teaching staff are badly needed in the Govt Higher Secondary School, Yingkiong in Upper Subansiri district.
There is no privte institution in the district where the students can get higher education. On the other hand, Yingkiong Govt. Higher Secondary School, which is considered as the main educational hub in the whole district has no required teachers, the Society lamented. It said that there is always a mediocre performance in the board examinations by the students due to shortage of teachers. During last academic session and board examination also, the students performed poorly due to shortage of Senior Teachers for Maths, Physics and Hindi and junior teachers for Maths, English and Computer, the society added.
The society resented that the authorities failed to depute the required teachers even before the beginning of new academic session of the school.
Information that a representation has been submitted to the Director of School Education, in this regard for necessary and immediate action, the Society further requested the higher authorities of the Govt to post senior Maths, Physics and Hindi teachers and also junior teachers for Math, English and Computer subjects immediately before the beginning of new academic session.
SIRD’s training cum workshop on lab to land initiative
ITANAGAR, June 30: SIRD Arunachal Pradesh conducted an orientation cum workshop on Ministry of Rural Development’s Lab to Land Initiative from 29th to 30th June here at SIRD. This initiative endeavours to build a cohesive Knowledge and Innovation Community comprising of policy makers, implementers, academia, financial institutions, and other experts besides NGOs, to achieve complete understanding amongst all stakeholders for full achievement of programme objectives. This initiative is aimed at triggering a development process which ensures broad based improvement in quality of life of people especially the poor and focuses on faster and more inclusive growth.
Under instructions from Ministry of Rural Development, each state has selected one or two blocks as pilot blocks under the initiative and to form district and block specific coordination committees for coordinating the implementation. In reference to the directives State Govt has notified Doimukh CD Block as the first pilot block and Papumpare district as the pilot district under the initiative. Bharat Nirman Volunteers are to be selected and empanelled for providing all information about programme objectives and citizen entitlements. These volunteers shall become local resource persons for the community at the village level.
The training programme was attended by BDO Doimukh, EAC cum BDO Kimin, Zilla Parishad Members, Anchal Samiti Chairpersons, Anchal Samiti Members, Block level officials from various blocks under Papumpare district. Training programme was conducted by faculties of SIRD including VK Sharma, Dy. Director SIRD, Likha Kiran Kabak and Dr N. Sahoo, Assistant Director SIRD. Rakesh Srivastava, Asst Director cum Coordinator Lab to Land initiative also provided training and coordinated the conduction of the training programme.
The participants were informed in detail about the various aspects and deliverables under Lab to Land programme. The programme also covered details about roles and functions of Bharat Nirman volunteers, role of PRIs in accelerating development, role of PRA in preparing village plans, etc. The PR leaders attending the programme called for a specific district level initiative involving all heads of department of the district for successful implementation of Lab to Land initiative. It was decided that the process of empanelment of Bharat Nirman Volunteers would commence shortly and be completed before the end of July 2011.
Itanagar, June 30: Don Bosco Youth Centre organized a one day Voluntary Blood Donation drive in collaboration with R. K. Mission Hospital and supported by Arunachal Pradesh State AIDS Control Society. The event organized close to the heels of the International Blood Donors Day, 14th June, is significant in as much as it is in the air that the most precious gift a person can give to another is life and blood gives life.
Earlier during the day, an impressive inaugural function was held at R.K. Mission Hall in which a good number of youth volunteers from DBYC and the capital complex participated. Speaking at the occasion, Fr. Cyriac, Director, DBYC, lauded the R.K. Bandh is no solution
Dear Editor,
The more than often bandh calls make me think what we are getting from these frequent bandh calls esp. in the capital complex. Today any organization can declare a bandh call and our administration looks on as a mute spectators. I never doubt the genuine demands of the bandh callers but let me clear that it is never a solution. It is believed that bandhs affects the state treasury and thereby it is a great loss to the government but who is the government here. Is it our elected representatives whose only concern is how to multiply their investment during the election time into 100 times or the public servants who gets an additional holiday during the bandhs. So I don’t think this is anything to worry for our so called government but the actual sufferers are the other people like daily wage earners, trekker/tempo drivers, and petty shop keepers whose livelihood depends on daily earnings. Itanagar being the state capital is the centre of state machinery and so many people from districts including from interior areas come to Itanagar and due to these bandhs these people too suffers a lot with the residents of capital complex. The tale of medical patients is another horrible story. Many a time student community too suffers for instant the ANSU bandh on 26th May coincided with B.A(DISTANCE) examination of R.G.U. The ANSU being a students’ body must compensate those who could not attend the said examination due to the bandh.
I wonder how and why our administration keeps silence in such a serious situation. And I wonder how can declaring a bandh call is a democratic right. There is no point in declaring Bandh calls illegal without doing anything to stop it. I sincerely request the concerned authorities to make it compulsory for all the govt. establishments as well as business establishments to remain open and function whenever a bandh call is given and those who do not comply with the order should be dealt with seriously. I also request the general public not to support any bandh calls.
Most of the time the demands or the issues raised by the various organizations are genuine but I would like to appeal them to bring out a peaceful rally or procession or public meetings or adopt legal measures or they can also try the Gandhigiri style of Anna Hazare so that the public will support you with open heart and not by fear. Please for God’s sake no more bandh calls.

ANSU should use its resources to make life better
Dear Editor,
It is admirable that the All Nyishi Youth Association (ANYA) has opposed the 36 hour
bandh. Would the arrest of this Pradeep Thakur, if at all he is arrested, yield any
kind of short or long term development to our state? Even if he is arrested, the
penalty will be minimum as he has already tendered a public apology in written. Is
it worth the harassment to the public and the crores worth of losses our state incurs
due to these bandhs? Ours is one of the most backward states in India in terms of
development, there are more pressing matters like unemployment and corruption at
hand. Rather than taking the common masses on this wild goose chase, a strong student
body like ANSU should use its resources to make life better for the common masses.
Even helping conducting a job examination fairly would mean a lot to the common people
of Arunachal Pradesh than this Pradeep Thakur thing which frankly has become just
an ego-

Its very unfortunate to see that our once called beautiful and innocent people of Arunachal has changed into rude, self centered, and driven by political and personal gain. Our state is really missing the gradual trend of development which otherwise have taught the people live in peace. In connection to latest Pradeep Thakur issue, my personal view says it’s too much advertised and hence the people themselves are getting affected. Think about the people who depend on daily earning when you call for a 36 hours bandh. My sincere request to our ANSU is to please reconsider the issue and follow the forgive and forget policy for the betterment of all the brothers and sisters of Arunachal.
